Luís Loasik Fernandes Janela – born on August 24, 1981, in Oeiras, Portugal; degree in International Relations from the Higher Institute of Social and Political Sciences, a postgraduate degree in Business Management from INDEG-IUL ISCTE; completed an Advanced Studies Course in Public Administration at the National Institute of Administration; senior officer at the Directorate-General for European Affairs in the Ministry of Foreign Affairs; advisor to the Office of the Secretary of State for European Affairs; joined the diplomatic service in 2019 and has held positions as an embassy attaché at the Directorate-General for Consular Affairs and Portuguese Communities, in the Ministry of Foreign Affairs; appointed to the Embassy of Portugal in São Tomé e Príncipe on a service commission; in the Human Rights Division of the Ministry of Foreign Affairs; posted to the Portuguese Embassy in Croatia in August 2023; appointed Second Secretary of Embassy in October 2024.
